Lawyer graduated from Universidad de Buenos Aires – School of Law (1987). In addition, he completed a specialization in Argentine Political History at UCES (Universidad de Ciencias Empresariales y Sociales).
He works in fields related to Administrative Law and Economic Regulation, with particular prominence on matters concerning the provisions of public services and the regulations of controlled industries.
Professional experience: Prior to joining the firm, he was part of Estudio Zubiaur & Asociados (2020/2025); and Quevedo abogados Law firm (2018/2020).
Before this, he worked in Telecom Argentina S.A., as Legal Counsel to the Board of Directors (2011/2016); and held the position of Legal Director of Telecoms Group (2005/2011).
He has been Partner of the legal firm O´Farrell, in charge of the Administrative Law and Telecommunications (1998/2005).
He also performed duties as Chief of Staff for the Secretary General in Telefónica Argentina S.A (1990/98).

Member of Instituto de Derecho Administrativo de la Academia Nacional de Derecho y Ciencias Sociales; Former Secretay of the Administrative Law Commission at Colegio de Abogados de la Ciudad de Buenos Aires; Former Secretary of Centro Iberoamericano de Estudios de Derecho Público y Tecnología; Former member of Comisión Fiscalizadora de la Asociación Argentina de Derecho de las Telecomunicaciones;Former Secretary of Asociación de Amigos del Museo Mitre.
He has been part of numerous conferences, seminaries and workshops held in Mexico and abroad on topics related to Administrative Law, Economic Regulation, and Telecommunications Law.

He published several articles related to Administrative and Telecommunication Law. Additionally he makes comments about books referring to these topics.
He is currently serving as Deputy Director of Mining Law Yearbook.
Previously he served as Deputy Editorial Secretary of “Revista de Derecho Administrativo”; Coordinator of “Cuestiones Actuales de los Servicios Públicos”, of Revista Jurisprudencia Argentina; Collaborator of Revista “Communitas. Revista Argentina de las Relaciones Internacionales”; and Summary of Sentences of the Federal Administrative Litigation Jurisdiction of the Legal Journal “La Ley”.
